CIHRS in collaboration with 13 Arab NGOs would like to express its deep concern over the deteriorating security and humanitarian situation in Darfur that is jeopardizing the lives of unarmed civilians. The conflict in Darfur has been continuously deteriorating as a result of national and regional impunity practiced by the Sudanese as well as Arab and African governments.

In May 2009 a seminal study was released entitled “Occupation, Colonialism and Apartheid: A re-assessment of Israel’s practices in the occupied Palestinian territories under international law.” The report was conducted under the auspices of the Human Sciences Research Council of South Africa, and carried out over a two year period by imminent legal scholars, academic institutions and non-governmental organizations from around the world.

On behalf of a network of over 65 human rights organizations from the East and Horn of Africa and the Cairo Institute for Human Rights Studies we would like to start off by commending the continued interaction and engagement by Djibouti and notably by the Djiboutian Ambassador in Geneva, His Excellency Mohamed-Siad Doualeh, with the Council. We hope that this engagement will serve as an example for other Nations from throughout Africa to enhance their own involvement with this mechanism and actively commit to the promotion of human rights throughout the continent and beyond.

The Cairo Institute for Human Rights Studies would like to draw the attention of this Council to the systematic and widespread repression and persecution of ethnic and religious minority groups throughout the Arab region. Almost all Arab governments have long been and are still unwilling to take tangible steps towards the realization of an integration of the different cultural, ethnic and religious minorities in their countries. Suffering from repressive and discriminatory policies as well as practices, minority groups are often excluded and denied the most basic of their human rights.

We fully support the important research and conclusions of the Special Rapporteur on Freedom of Expression concerning acceptable limitations to the right to Freedom of Expression, in particular CIHRS strongly agrees that the concept of Defamation of Religions is incompatible with international standards of Freedom of Expression. A fact made apparent if one observes that Defamation of Religion and related concepts are consistently used by states to violate the rights to equality, freedom of expression and other fundamental rights of their citizens. This is especially true of CIHRS’ area of operation.

CIHRS strongly endorses your comments on the Durban Review Outcome document, and that of the Special Rapporteur on Freedom of Expression delivered on Wednesday. CIHRS sees the Durban outcome as an important tool to combat discrimination a highly positive development concerning the issue of Freedom of Expression and Defamation of Religions.
