(19 June, 2009, Geneva) — The 11th Session of the UN Human Rights Council (HRC), from 2-19 June, witnessed a barrage of attacks leveled at the Council’s credibility and effectiveness, which were largely initiated or lead by Arab League and Organization of Islamic Conference (OIC) member states, said the Cairo Institute for Human Rights Studies (CIHRS) today. “I am afraid such attacks, while exceptionally strong this session, are not surprising,” said Moataz El Fegiery, Executive Director of CIHRS. “They are part of a larger strategy by the Arab League and OIC to systematically weaken international human rights bodies.”

We are civil society organizations from throughout the world that have contributed to the Human Rights Council and its work since its establishment. We have observed with increasing concern developments in the Council, including at the current 11th Session, that are undermining the work of the Council’s Special Procedures. This session has seen extraordinary personal attacks by some States on the integrity of mandate holders and specific threats to their independence.

CIHRS in collaboration with 13 Arab NGOs would like to express its deep concern over the deteriorating security and humanitarian situation in Darfur that is jeopardizing the lives of unarmed civilians. The conflict in Darfur has been continuously deteriorating as a result of national and regional impunity practiced by the Sudanese as well as Arab and African governments.

On the 10th of June in Paris, the first documentation center on human rights in the Arab world is to be launched. This event will be in cooperation with the International Contemporary Documentation Library (BDIC), Nanterre University; Cairo Institute for Human Rights Studies (CIHRS); Ahmed Othmani Foundation, Paris, (represented by Simon Othmani as head of the Foundation); the Committee on Respecting Freedom and Human Rights in Tunisia, Paris (represented by Kamal Jendoubi); and Generic Association which works on Arab migrants to France (represented by Idris Yazmy).

(New York, May 12, 2009) – The United Nations General Assembly’s election of Human Rights Council members today was marred by lack of competition in three of the five UN regional groups, the NGO Coalition for an Effective Human Rights Council said. Although Azerbaijan was defeated in a competitive election, other rights abusers benefited from the lack of choices, said the human rights groups.

The undersigned 90 non-governmental organizations across the globe call upon the UN Human Rights Council to hold a Special Session on the current human rights catastrophe in Sri Lanka, as a matter of urgent concern. We have observed the lack of an adequate response from the Council so far, and herewith repeat our heartfelt appeal to the Council to live up to its own mandate by responding promptly to human rights emergencies.

CIHRS held a side event on the 24th of April entitled “Discrimination Against Religious Minorities: Challenges and Solutions.” The event served as a forum to reveal how religious minorities both within the Arab/Islamic regions and the EU are discriminated against, and to suggest ways in which states can begin to combat such discrimination without sacrificing internationally accepted human rights. The meeting was well attended, including representatives of the Organization of Islamic Conference, Turkey and France, and several media organizations.

ARTICLE 19 and CIHRS are extremely concerned by the recent decision of the United States, Australia, New Zealand and the Netherlands to withdraw from the UN anti-racism conference, otherwise known as the Durban Review. The two organisations call on all other states, particularly European states, not to follow this example and to stand firm for the protection of the rights to equality and to freedom of expression.

The United Nations anti-racism and anti-discrimination conference occurring in Geneva from 20-24 of April, otherwise known as the Durban Review Conference, is meant to mobilize the world’s governments to commit themselves to combating racism and other forms of discrimination. Diplomats have been bargaining over the wording and message of an outcome document for the Conference for several months with little progress.
